Represents first ground-up school construction project in Cecil County since 1991
Gilpin Elementary School, located at 203 Newark Avenue in Elkton, Maryland, recently held a dedication ceremony for the new 65,750 square foot building that is completing its first school year. The Mullan Contracting Company oversaw the ground-up construction of the building, which serves approximately 500 students in Cecil County. Gilpin Manor Elementary School was recognized with an Excellence Award from the Baltimore Chapter of the Associated Builders and Contractors (ABC) at its annual awards competition earlier this year.
Featuring a brick veneer exterior, the building consists of a partial two-story structure with the wing element containing the classrooms. The school, which also includes a gymnasium, cafeteria and administrative offices, is located near MD Route 279 (Elkton Road) and MD Route 268 (North Street). Upon delivery of the school last year, Mullan Contracting completely demolished the former building.

Ground was officially broken on Gilpin Manor Elementary School in October 2016 and, upon completion in summer 2018, it marked the first ground-up construction project for a school in Cecil County since 1991.
As part of the dedication ceremony, students opened a time capsule that was originally sealed in 1952 and was located by construction workers during the demolition phase of the former structure. Measuring approximately one foot by two feet in size, the metal box contained mostly newspapers from the day.

“Everyone was extremely pleased with the final outcome of this project, particularly because the school opened on time and under budget and the school has functioned tremendously well during its inaugural year,” stated Charles C. Simpers, Supervisor of School Construction for Cecil County Public Schools. “We have received nothing but accolades from the entire community based on its overall look and design, coupled with its ability to serve the needs of our students, faculty and visitors. This was the second successful project that we partnered with Mullan Contracting, and we could not be more pleased with their professionalism and work ethic.”
“The activity level in school construction continues to be extremely brisk, as both public and private schools address aging infrastructure issues and work to incorporate the latest technology into their buildings,” explained Joseph Rode, President of The Mullan Contracting Company. “In addition, rapidly-changing teaching principles require structural changes such as open classroom designs to address the need for interactive and collaborative learning. We expect this pace to continue in Maryland as schools strive to remain competitive and offer the highest quality environment to its student body.”
Over the past several years, The Mullan Contracting Company has completed school construction projects at Boys’ Latin School of Maryland, Cecil County School of Technology, Nantucket Elementary School and McDonogh School among others.
